This committee operates as a Joint Crisis Committee (JCC), meaning your actions in this room are inextricably linked to the events unfolding in the opposing chamber. This high-stakes, multi-room simulation is designed to teach you the fundamentals of cross-committee strategy and real-time crisis management. The committee will function on a two-pad note system, where delegates will be given two legal notepads to write their crisis notes on, and the backroom takes one pad per cycle. Each of the two pads should be filled with notes addressed to one external contact, such as a mother, spouse, or powerful relative. The note cycle duration will vary depending on staffing and the speed of committee debate. On average, it will take 30 minutes to process one pad and collect the second. Crisis updates will take place interspersed with committee, likely coinciding with the note-collections.

Victory over the Persians should have brought peace to the Greek world. Instead, it has created a new struggle for power. In the aftermath of the Greco-Persian Wars, Athens formed the Delian League, an alliance of city-states meant to defend themselves against future Persian invasions. What began as a voluntary alliance dedicated to collective security has quickly grown into one of the most powerful political and military alliances in the Mediterranean. Money and resources from allied cities are being sent to the treasury on the island of Delos, helping Athens pay for a growing navy that patrols the Aegean Sea. Led by ambitious political leaders and talented generals, Athens has become the center of a large alliance of city-states spread across the Greek world.
Some city-states are happy to accept Athens’ leadership because it protects them from outside threats, while others are worried that the alliance is becoming a way for Athens to control them. Revolts, political schemes, and diplomatic negotiations are putting pressure on the unity of the alliance. The member states now have to decide whether this group will stay a true partnership of equals or become an Athenian empire in disguise. As tensions grow with other Greek powers, and with the Persian Empire keeping a close watch, delegates must deal with diplomacy, war, rebellion, and ambition as they shape the future of the Delian League.
